General Questions/New to Joomla! 4.x • Unable to update joomla using xampp

I am trying to update my testsite on localhost using xampp but keep getting this message
Joomla Update cannot communicate correctly with the administrator/components/com_joomlaupdate/extract.php

I can access the above url ok and get the invalid login message as expected.

The update works ok on the live site but fails under xampp.

I have tried reinstalling a clean copy of xampp but still get the message.

I have never had this issue before with xampp
